We have since established our roots in Kelowna, Lumby & Big White, which has allowed us to provide our expertise in land development and project management to an extensive client base.

Our Team

James Kay – Principal/ Specialist Engineer

James Kay brings 23 years of project management and detailed design civil engineering experience in a wide range of land development and municipal engineering assignments. Combining technical expertise with a client-focused approach to responsive and accountable project management, James brings experience with road and infrastructure upgrades, master servicing studies, neighbourhood concept plans, and development applications relating to residential, commercial, industrial and institutional projects across the country.

Sylvain Cadieux, P.Eng - Practice Lead & Sr. Project Manager 

Sylvain Cadieux is a Civil Engineer with 30 years of design and construction experience in land development, site servicing, municipal, and road infrastructure projects. He is skilled at identifying and executing the most feasible design strategy for each development or reconstruction project. His years of engineering experience were accrued in British Columbia, Alberta and Ontario. During that time, he has been responsible for the design, inspection, and project management of numerous projects. Sylvain moved to the Okanagan in 2013 and since then has been involved in many high profile projects that vary in size from large P3 partnership projects to smaller lot re-development projects. Since he’s been involved with projects from preliminary through to the final completion of construction, he has gained valuable experience with land feasibility reviews, design, project management, managing construction projects and liaising with approval agencies.

Jason Angus – Sr. Project Manager/Civil Designer

Jason Angus is a resourceful Civil Engineering Technologist who is passionate about striving for the better by using a client-centered approach.  Jason joined Alpine Engineering in 2021 as a Senior Designer and Project Manager.  Jason also provides guidance and supervision to the more junior design technologists on the Alpine team.  With 11 years of experience working in Municipal Governments and more than 5 years’ experience in the private sector, Jason brings a wealth of technical expertise in the areas of road and utility infrastructure design and upgrades, master servicing studies, neighbourhood concept plans, and development applications relating to residential, commercial, industrial and institutional projects across British Columbia and Alberta. 

Devin Magee, AScT – Project Coordinator/Design Technologist

Devin Magee has played a key roll in the design and coordination of many Alpine projects as a Project Coordinator and Design Technologist since joining Alpine Engineering in 2021, after graduating from the Civil Engineering Technology Diploma Program where he achieved the status of Dean’s List in his program. Devin has spent the last four years working through various civil design projects including the design of sanitary, storm, and water infrastructure, roadworks, site/lot grading, earthworks balancing, storm water management and erosion and sediment control. During this time Devin has become a registered Applied Science Technologist (AScT) with ASTTBC.

Daniel Wain- Design Technologist 

Daniel Wain is a Design Technologist who graduated from the Civil Engineering Technologist Diploma Program in 2021.  He began working with Alpine Engineering soon after graduating and has brought a strong desire to learn and develop in the civil engineering field, with a large focus of his work being on land development projects in the Okanagan. Daniel brings his technical skills as a technologist in soil and material testing and structural and land development designs to his role, along with a desire to continue developing his expertise in software programs like Autodesk and Microsoft Applications. 

Harvey Mann, E.I.T - Project Manager and Design Engineer 

Harvey Mann is an E.I.T. who completed his Civil Engineering Technologies Diploma at Okanagan College and his Civil Engineering Degree at the University of British Columbia, Okanagan. He is a motivated and dedicated team player with proven leadership and organizational skills. Prior to attending post-secondary school, Harvey gained considerable construction experience while working in the oil and gas industry. Aside from his construction, civil design and project management experience, Harvey has also been managing and operating an orchard business in Kelowna for over 14 years.

Thomas Siekman - Project Coordinator

Thomas is a land development professional with two years of experience in the Netherlands, having been involved with both infrastructure and recreational and residential projects. Having returned home to B.C., he strives to make his mark in the land development industry and is intrinsically motivated in his work for his customers. He strives to find the path of least resistance for every project and is excited by the prospect of bringing a project to the finish line. Thomas works harmoniously with all the parties, including the government, to ensure a successful project outcome, and is focused on client satisfaction.

Molly Kendel - Project Coordinator

Molly Kendel brings over 15 years of experience in land development, project coordination, and Indigenous relations, with expertise in telecommunications, oil and gas, and land development. She excels in managing land acquisition projects, navigating regulatory processes, and building strong relationships with clients, stakeholders, and Indigenous communities.


Molly is known for her strong advocacy for clients with municipalities, ensuring smooth project approvals and fostering positive relationships. She is skilled in overseeing project execution, budget control, and ensuring seamless collaboration with clients, consultants, and contractors. Her ability to manage timelines, permits, and stakeholder engagement contributes to successful project outcomes.

Stephanie LeForte - Project Manager

Stephanie LeForte is a results-driven Project Manager with over 20 years of expertise spanning Water Management, Construction, and Media. Now a key leader at Aspen Lands Advisory, she applies her deep operational knowledge and strategic insight to drive complex projects to successful completion.


With a sharp focus on efficiency, execution, and stakeholder collaboration, Stephanie excels in navigating intricate project demands while ensuring seamless coordination across teams. Her ability to anticipate challenges, streamline processes, and deliver impactful results has made her an invaluable asset in high-stakes environments. Known for her proactive approach and unwavering commitment to excellence, Stephanie is instrumental in advancing Aspen Lands Advisory’s mission of delivering top-tier land solutions.

Justin Cadieux - Civil Site Inspector

Justin Cadieux, Water engineering technologist 2024 graduate from Okanagan College who is new to industry and looking to assist the team with ongoing projects while developing practical skills and technical knowledge. With about a year of experience as a water, sewer and storm utility operator for the Regional District of Nanaimo, Justin brings background knowledge and first-hand experience of utilities work to the team as a Site Inspector, to ensure the team is always kept in the loop.

Kaylea Dolphin - Executive Administration Assistant

Kaylea brings a background in entrepreneurship, creativity, and a can-do attitude to her role. With a strong background in business development, social media, and recruitment, she excels at supporting operations and fostering client relationships. Dedicated to delivering quality service, she plays a vital role in ensuring efficiency and collaboration within the team. Raised in the Okanagan, she is passionate about the region’s growth and development. As a member of the Alpine team, she takes pride in contributing to its continued success.

Jedd Knutson - Civil Designer, Co-Op Student

Jedd is in his second year at Okanagan College, where he is taking the Civil Engineering Technology program. He has a strong passion for learning and is looking to develop his practical skills in the civil engineering field of design. He has joined the Alpine team to continue his professional development in a co-op placement from September to December 2024.

Kaitlin Reitmeier - Executive Administration Assistant

Kaitlin brings a diverse background in education, administration, and content development to her role. With years of experience in teaching, organization, and communication, she excels at streamlining processes, managing operations, and providing high-quality support. Her strong writing, editing, and digital design skills, combined with her expertise in technology and various software programs, make her a valuable asset to the team.


Originally from the Saskatchewan prairies, Kaitlin has spent the past eight years in the Okanagan, where she has honed her skills in organization, problem-solving, and adaptability. She excels at managing administrative operations, supporting teams, and ensuring efficient workflows in fast-paced environments. With strong interpersonal skills and a detail-oriented approach, she is committed to providing seamless support that enhances project efficiency and contributes to the success of both the company and its clients.

Konrad Pimiskern - Director of Corporate Development

Konrad Pimiskern brings over 30 years of extensive experience in finance, client relationship management, and corporate development to the Alpine Team. For over 20 years Konrad was a licensed Financial Advisor, where he served hundreds of corporate and retail clients in structuring and raising capital towards their financial goals and objectives. Recently, he served as a Director and Senior Vice President of Corporate Development for a large Ontario vegetable greenhouse concern, where he raised expansion capital and secured Health Canada licensing for their new cannabis facilities. As Vice President of an Alberta start-up company, he structured and raised capital to purchase undervalued oilfield services assets for resale and redeployment. As a consultant to a BC credit union, he helped restructure and streamline CRM tools eliminating redundancy and facilitating more efficient and effective client relationship management.

Lindsay Palmer MBA - Operations Manager/Project Coordinator

Lindsay Palmer is an MBA from the University of Calgary, and holds a Bachelor of Applied Science (Civil Engineering) from Queen’s University. Lindsay joins Alpine with a background in environmental and geotechnical engineering consulting, as well as in nuclear with experience in decommissioning and waste management. She has a passion for sustainable development and is able to bridge technical expertise with business strategy to drive growth, optimize processes and support project delivery.

Nicole Kelly - Project Manager

Nicole Kelly brings over nine years of municipal experience in development processes, bylaw coordination, and project management. Having worked extensively in the City of Kelowna’s Development Services Division, she worked on key initiatives such as zoning and business licensing bylaw updates, development application reviews, and process improvements to streamline approvals for land development projects.


Nicole’s expertise in municipal regulations, development processes, and stakeholder engagement allows her to support developers, realtors, and property owners in navigating complex permitting and planning requirements. As a Project Manager at Aspen Lands Advisory Ltd, she applies her technical knowledge and strategic insights to drive efficient and compliant land development solutions.
